When I say it I mean, love you though is something that is degrees, when I am dating someone I am very careful, about not saying it, or at least I was until now. I did this because I didn't want misunderstandings.
In fact one of my ex's is someone I say this to but only after he and I discussed this issue so he knew I meant it as I love you as a friend and for the person you, not as I love you because I am in love with you.
So I had no problem telling him I loved him, and we stayed friends long after we ended the romantic side of things.
Because we did care about each other as friends.
I have said to people that are in my group of social friends when joking around and busting each other's chops, I would and have said "I Love you too" after some joking mocking comment.
I at one point didn't say that kind of thing and do not give it as a natural response to that kind of comment unless it is to someone I have chosen to be a friend to so that I do love them as a friend.
So I suppose the question is which time of using the I Love you are you referring to?

Excately, How many Mean It ? That's why I do so much bragging about my kids/gandchildren. Face it when you have children wrap their arms around you and say I Love You it's from the heart not just off the top of a set of lips...
