why do some drivers refuse to use the signal lights

If someone is turning without signalling then it is a simple matter of not caring while driving. Even if the lights did not work they should still give hand signals before making a turn. This level of driving is not only dangerous but also illegal, and it is only a matter of time before they are stopped by the police.

I agree with you that it is unsafe. I try to be consistant and use my turn signals. There are times that I slipup and forget to use them or times where I just don't know where I'm going and need to make a quick turn. There are times like this where my wife will be telling how to get somewhere. She'll tell me to turn left AFTER we passed the road. Darn shame they don't make a U turn signal. :-)
