Cell Phone International Calls

I need to know, if a person in the U.S.A. calls from her cell phone another person who is in Italy (always a cell phone) and the receiver does NOT answer the call, is the U.S. person going to be charged anyway? Thanks!!!

I would say no if no one answers. If their voice mail comes on, then yes. I make calls from the US to England a lot but I always use a pre paid calling card that way no charges go on my cell. I buy a card for $5.00 and get 4 hours talk time.

Thank you!!! I have no voice mail active in my cell phone, so I guess the caller won't get charged if I don't answer! Thanks for the answer. ;)
