should to deal with the cyclist

There are some overhead bridges that allow cyclist to push the bicycle across and not cycling. There are signs showing no cycling. Then accident happens and a kid is knocked down by the cyclist because he is cycling and not pushing. Beacuse of this, the end of the bridge is block with some metal bars such that to stop a cyclist from cycling thru smoothly. However, another accident occurs when during the night, a cyclist hit onto the metal bar and injured seriously, not knowing there is a metal bar there. After this, the bar is removed and a sign board is put up to penalise the offenders. Do you think this is a effective way of stopping the cyclist or even motorsyslist, skaters, etc from misusing the bridge. Or is there any way to allow them to use safely?

The most effective way to stop misuse will be to remove the bridge totally ;P How effective can a signboard penalise the offenders when the no cycling sign is ignored? Make the path rough enough to puncture the tyres at certain points. Have a track specially for bicycles. A pay-to-use system might help. Put a man go guard the entrance/ends of the bridge.

I would have thought that reflector lights on the iron bars to show that they are there, would have been a better idea than taking them down. After all, that cyclist who was on the bridge at night wouldn't have seen any signs, would he? That's besides the fact that he wouldn't have been injured if he wasn't breaking the rules! I think they should reinstall the barriers and put reflective lights on them, so that they can be seen in the dark. Brightest Blessings.
