If you touch some private parts of someone or kiss without doing that final thing would you be called a virgin??

yes ofcourse...till you are not completing the final work..you are a virgin.......it means you have not done yet.....touching some private parts or kissing..is not an offense..it harms nothing..even it affects nothing................

yes. technically speaking being a virgin is not letting the man's genital part penetrate a woman's delicate part of her body.
