What can improve our sense of responsibility towards society?

Why do we differ in the level of responsibility??????
It is the nature of some children to feel very responsible for their home right from the day they get some awareness. There are an equal number of children who care very little for others in the family. How does this difference occur? As we grow up our sense of responsibility does not seem to change much. So is this a character we are born with? Can we and should we, in the interest of a better society, begin the genetic engineering based 'Designer Baby Experiment' in this aspect first (Health of the individual may come later after improvement in the health of the society is brought about).

Children behaviour is mainly basesd on the example set by parents and other family members. LOt of people talk sbout values, but in parctice they do exactly other way. The children imitate elders, so when parents donot behave responsibly, they cannot expect children to behave in responsibly.
