do you know how long it takes a weeping willow to mature?

my mother bought a weeping willow about three years ago and planted it and it does not seem to be growing. It is healthy, and is still green and that, but not growing. Does it take a while to show that it is growing, or is there some other care that it should be getting?

no she does not. But when she bought it the lady helped us put a whole deal together. They said just to water it. Does that matter?
