i suggest both (milk and fish) because these two things is very important to the cats. The fish have a protein, and milk have a calcium. that means if we give them both things as a result our cats have a healthy meal

Cats will get sick because of the lactose in the milk. That is unless you get the spiecil cat milk from wiskers (which costs a LOAD) so i'd go with fish
