Many people - and I'm one have both a website and blog.
With a blog it will get indexed by the search engines quicker than a website as you can ping it (lets the search engines know you have new content), but often a website will remain higher ranked than a blog (though that's not necesarily the case)
Most people find a blog easier to update and maintain as it's simply a matter of logging in and typing your post - where with a website you have to create a new page and upload it etc.
The reason many people have both is that they create a new page for their website and the announce it via their blog.
If you're interested there is a link in my profile that goes into great detail about creating your own websites and blogs etc

When I first started I had absolutely no idea what I was doing so learnt by trial and error, I did then come across a program that has been a huge help for me and now it seems quite simple (at least the basics - I still really don't know about codes etc - but then you don't really need to nowadays with some of the website creators or blogs like blogger or wordpress etc)
It may seem a little daunting to you at first, but once you start and get the hang of it you'll be amazed at just how easy it really is.
If you want any extra help - feel free to send me an email.

I have both a blog and a website.
The main difference for me is that blogging is SO much easier and less time consuming.
When I blog, I can just type and then post it.
When I was doing just my website, it took a looooooong time to create a new page. But then, I wasn't using an HTML editor. (I could never get the pages to look exactly the way I wanted them to with an editor, so I always did the HTML myself.)
I used to update my website monthly. Because that's about how often I felt like going through everything it took to make a new page.
I update my blog several times a day because I have no life, LOL.
To see the difference (in my case) here are my links

Personally, having both a website and blog is a good combination. However, when you are in a rush, a blog is a good place to put in some hurried stuff you don't want others to miss.
A website would be more proper. Here's your portal of information to the public. It has to be professional and attractive. That makes people to want to come back to it.
