I f is firs web site will you made and have some skill in s office try in MS Word. If you want profesional web site try to learn Macromedia Dreamweaver.

It not so easy to learn web designing since it involves lot of areas to be focused. In high school level you can learn basic HTML but that experience wouldn't get you anything to create a fullfledge website. As a web designer I know how one can go learning the designing.
