I feel ICC is right in allowing the non-test playing nations in the world cup. It serves two purposes; the minnows get a feel of the great sides. You can improve only when you start playing sides that are better than you. In this process, hopefully these teams will improve.
Let us not forget history. Until 1983, only West Indies were the best team in the World cup. Nobody would have thought India even has an outside chance to win against the Windies. Sunil Gavaskar has a record of opening the innings, carried the bat through 60 overs and scored just 35 runs. But, India is a force now in World cup.
How about Sri Lanka? 20 years back, when the World cup was held in India in 1987, nobody thought of SL as a good team. But, they can beat any team now.
Bangladesh shows glimpses of that sub-continent flavour now. I agree that Zimbabwe is one failure, not because of the cricketers, but more of administration/ politics. Think of Flower brothers, Dave Houghton, ... You won't think Zim is a minnow.
The second advantage of playing these minnows in the World cup is the main teams will have some warm-up games, gets time to settle down. When the real competition starts, they all will be in full flow and the cricket will be more interesting. Nobody can complain of under-preparation and less time for settling down.

Then it will not be world cup, it will be tournament for test teams. Besides minnows have qualified from ICC tournament so deserve a chance to play at the world cup. Only by getting exposure by playing in such big events, can they improve and get better in future and only then criket will truly flourish in other parts of world and beocme truly global sport like soccer. Besides sri lanka, bangladesh, zimbabwe were first non test playing nations who struggled when they first started and now are test playing nations.

i think approving minnows to play in world cup is a gud move....
cricket is not spread throughout the world like foot ball n tennis....so icc stilll needs to back up the non test playing nations.....by giving them a chance to play in the world cup...icc encourages the minnows...n also promotes the game in those countries..
n kenye which was a minnow n a non test playin nation....came to semis in last worldcup....who knows surprises n upset wins could also occur in this wc also,.....
