being grounded is what causes you to get shocked. Electricity takes the path of least resistance and the human body is a great conductor, however metal is a better conductor. For a ground to be most effective it needs to be between the source of power and the object it is protecting. If you are sitting on a grounded chair and touched the wire with your hand the electricity will go through your arm, down you torso, then out of you bottom into the chair.
