final fantasy 9-ragtime mouse

now, i know all of us that have played final fantasy 9 have encountered that annoying red thing that askes us impossible true false questions, some of which we just have to guess on. im wondering if anyone knows the chances of encountering him, because im right outside chocobo forest the first time you get access to it, and i just encountered him 3 times in a row. i was like 'whats up with that?' has anyone else encountered this?

Its possible to know some of the answers by reading random stuff in the game, but sometimes you just gotta guess. Not sure where he appears the most but the rate seems to be high at some spots, where he appeared multiple times in a row.
