F. B. Rogers silver plated wagon with two glass dishes.

I have a unique piece which is a wagon with spoke wheels, measures 13 inches long, 5 inches wide, and 3-3/4 inces high with the glass dishes in place. I cannot find any infomation on this piece. When was it produced? what was the purpose, any special occasion or use?
