what is abusing and how can we low the rate

Can any body start the discussion on cure of abusing, abuse means the crime which can be done on the human physicall, mentally, and forcefully to harm so who and whom to cry for the reduction.

Even if there is a law against abuse in ones country, it is still not a guarantee that it would stop abuse. I think that for the abuses to stop is for any potential victims to stand for herself/himself and not let anyone abuse him or her. One cannot abuse a person if that person doesnt allow oneself to be abused. But if the victim is too young or old or innocent to defend oneself, then it's the people who sees such abuse who has the responsibility to stop it. It requires vigilance and involvement of everybody and not just those that are in authority.
