To resign or not to resign???

this is the question that bother me now a days. I work for more than a year now in my company here in Dubai UAE but till now they are not giving any contract... I just recieved an offer letter before I accept the job and thats it nothings follow... the real problem was in the offer letter was they only stated was my possition and my salary per year and they will review it after 3 months of my provisionary and will give my contract but till now that contract is not coming out... I've done a follow up twice but my HR are not responding regarding this matter. One more problem now is that I applied for leave last Dec to be effective this coming april but till at present there is no confirmation if it is approved or not... One of my co workers was apply for leave but they approved it but the big deal is that I was come first on the said employee. Now if I resign there is a posibilities that they will put a ban on me and in that case I cannot afford to go with out my wife since she is also working here in Dubai.
