Are parents to blame

Do you think the way your parents raise you, everything they do and don't do make you who you are now? Are parents to blame for the way their kid(s) turn out?

I think the parents generally help the kids in molding their character but i do not blame the parents 100 % because i seen so many good parents whose kids are not so good. I mean a lot of factors affects childs traits and character..especially peer factors at school and outside the house.
