Ridiculous College Tests

I'm a student at one of the Universities of California and my gripe is about the tests professors make. The typical average on UC tests are in the 45-55%, generally. There is this Organic Chemistry class I'm in that have tests that average 30%. I think it's pretty ridiculous! If the averages are SO LOW that a student can pass a class by essentially failing every test, doesn't that say something? Obviously students aren't learning and professors aren't teaching!
