What type of beading are you interested in? There are so many techniques out there. I have a vast amount of information and links to websites that will let you print instructions for free. As for magazines the libaries carry several you can check out. The same thing with books. Making your total investment free.
The beads depenting on what kind of beading you are doing you can go to the goodwills and buy some old necklaces for cheap take them apart and make something new. Seed beads you can get in bulk at most craft stores and Walmarts. If you go to a bead store they usually have a vast supply of discontinued beads that are reduced in price.
Let me know what type of beading you are doing and I'll post the websites for the free instructions and patterns.

Is there a used book store in your area? There are many there. Also, the bead stores in my area also sell old beading magazines cheaper. I have also picked up several magazines and hard backed books about beading at the library book sales that take place once every six months.

As far as buying cheap beads try e-bay I have gotten some good deals off there. I would say I have bought about 80% of my beads for my bead stuff from there. Like I said they have some good deals. Now as for cheap beading magazines and stuff here is a site for you I get it sent to my e-mail it is like an online magazine. You also might want to go to walmart they have beading mags there as well and well we all know wal-mart you don't pay the full price either. Try this site. http://www.beadstylemag.com/bds/default.aspx
