easy but tricky question

Just want to know how are you going to answer this puzzle: There's a man who lives on the top of floor of a very tall building. Everyday he gets the elevator down to the ground floor to leave the building to go to work. Upon returning from work though, he can only travel half way up in the lift and has to walk the rest of the way unless it's raining! Why?

oh I'm sorry, but there is. Remember, he gets the elevator down to the ground floor to leave the building to go to work... Think some more! I'm sure you'll get this one.

Ok,so this is driving me batty. It seems like the answer is staring me in the face, but I have yet to sort it out. I will definately check back to see the answer. Great riddle

Take your time to think... Although there are some possible solutions which fit the initial conditions, only the canonical answer is truly satisfying... Come on, Moonmagick! You can make it! ^-^
