internet scams!!!!

ok well a few days ago i got an e mail saying i won $2.5million dollars. the only thing i had to do to get this money was PAY$350.00!!!! now is it me or are these people thinking people are plain stupid.i know that a lot of people fall for these scams and its not fair to say that its for the stupid, but isnt there something that we can do to stop this. it hurts a lot of people by having them send in their own money and recieve nothing but grief!to top my situation off the man actually picked up his phone to call me to get me to send them my money or i "forfiet" my "winnings". its all srewed up!!!
