examination malpractices

I heard a friend relating his experience on how his son wanted him to give money to pay somebody so as to help him in the examination in order to pass - is that not an examination malpractice? how would you react to such a situation?

The problem with this is even if he passes the exam by cheating he really has not learned the material and the only person he really is hurting is himself.
