I guess it was explained in the second movie, Resident Evil Apocalypse. Watch it if you have time.^_^
As far as I can recall, the T-Virus was made by a scientist of the Umbrella Corporation. This virus was suppose to be a cure for her daughter who was sick (I forgot the name of the little girl). And so, he tried it on her. The virus has this effect of changing the or enhancing the DNA of a person. But he knows there's side effects on this and so, he created an anti-virus for it. With his various experiments, his little girl was cured. He then proposed this virus to the Umbrella Corporation, and his work was greatly acknowledged. But then Umbrella has its own purpose on why they accepted him and his work. The T-Virus, when used and placed in the body of a person in a medical way of procedure (like what they did to Alice in the end of Resident Evil I), it creates a new form and higher level of a human being. So basically, they're trying to use the T-Virus to create an army of super humans. And the first people they tested was MAX (Alice's companion in the first movie, and became the TyrAnt in the second) and the now super human Alice.
So, that's it! I hoped I was able to give the right info. Wahihihi...^_^

I forgot to add something! The zombies were the virus' side effect. Maybe because when it was exposed to the air, it created a certain reaction on the virus, making people zombies. It's just a hypothetical answer, though. Ahehehehe...:p

its pretty obvious ...the T virus actually re-engineered the human dna...making him into a zombie...killing everything that is human in a human being i.e. emotions and senses... the only that remained after that was the never ending hunger for human flesh and blood

The T virus re-engineers the hosts DNA thus making the human into a zombie and making the human turned zombie hungry for human flesh. There IS a series of books for Resident Evil. There are 5 books total and 2 or 3 of them are based on the games and the others are originals. I would suggest reading them...it might not help you play the game, but it will help you understand the scientifc aspect a bit more.
