Stray animals on the roads...

I get annopyed at drivers who whiz their cars on narrow residetial lanes. What if there are kids playing or stray animals crossing roads. Many a times I've seen dead cats lying on roads and who is to blame but inconsiderate drivers. Such beasts should have their licences violated.
