is this a scam text?

i received a text message yesterday and try to post it here to have some opinion from others it is from one of the staff of PCSO a lottery game here in the philippines saying that he is MR.? a coordinator in PCSO he will give us the 3 digit numbers that will come out and the last 2 numbers of the 4 digit draw if we will call him and im am hesitating to call him because im afraid its a scam.do you have experienced like this what did you do?

I have never recieved a text like that,but i do get them in my email daily.I believe they are all scams!!!

yes i received it yesterday at 4:00 pm philippine time i intend to call him for curiousty but it came to mind that its imposibble that the staff will give number to people.
