I agree with the first respondent. Also, I have heard that the genes that create nipples are also related to the genes that create the chest muscles and skin.

I do not know the scientific explanation, but all fetuses start out as females, and then the hormones testosterone and estrogen determine which gender specific organ grows. Almost all mammals have mammory tissue and nipples. And it would look funny if they didnt.
