how to start talking w/ the girl I can see from my window..?

well, there is this girl that has moved to an apartment nearby my house...that day I saw her from inside, she was standing in the balcony...So I was thinking if I could somehow get to introduce myself to her w/o looking despeate...actually I'm not I just want to talk to her and be her friend. what should I do?? acually I cant tell her 'hi' from where I'm standing coz its too far for conversation.what should I do? follow her somewhere and then talk?? pls guide me...

The best thing I know for you to do is just approch her and introduce yourself ... It may not seem like very good advice but communication is the key without it you have nothing ... You should do this asap before its to late , you never know she could move suddenly or something like that and you would not have gotten the chance to talk to her , so I wish you all the luck ... just be yourself !!!
