how often do you give a coin or food to the beggars?

As the population grow in the underdevelop countries, beggars and street children are common sight to every streets, church, markets and etc that you could pass by. And as i pass along these places, cant help but to observe the attitude of every individual towards these so-called unfortunate person or to some creatures... There are some who heartedly give out coin or foods because they really pitied those individuals but these were very rare circumstances, there were some also who shed out a coin from their pocket o appear charitable to the person who sees their act and many of them gone deaf to the pleas of the beggars.. one of the reason I have heard from them was that, "who knows?" they said , " These children are just let loose by the syndicate group to ask money for fund raising, some say " look at them they are more healthy than usa.. well muscled than us? while some say " let them be.. these street children have their parents its not our fault they got an irresponsible parent" And some say " Let them be and teach them a lesson, give them a coin today and tommorrow you will see them again and again begging" " We gotta teach them how to live by their own not depending on our pockets or the pockets of passerby" along with these words and phrases is a rush shoved to the beggars. Question is? By denying our single coin to them could really teach them a lesson? Or are we just leaving off an individual go hungry? for you would you stand out for what is rational or would you standby as to what your heart and conscience told you what to do?
