Is Sadam is a Dictator or a Ruler?

For me, sadam is good ruler, because till at the last moment he doesn't giveup his word, he is a noble person for the military

i think he is the dictator....one thing i like about saddam is that..his courage..and he is soo stubborn, to give up...even if all the worlds leading nations are fighithing against himmm..
