empty toilet roll holder

why is it that no-one puts the empty toilet roll holder in the bin. They get a new toilet roll, put it on the hook, and leave the empty one on the side of the bath or sink. I see this at home, in public toilets. in restaurants. I always put them in the bin, to make the place look a little tidier. Anyone else come accross this.

It bugs me too. I have switched over the roll in a public rest room before. I think I am the only one in my house who knows how to switch it too...lol. My son is learning.
It bugs me too when they leave the empty roll on the sink or even right next to the trash can becaue they either missed or were too lazy to open the lid on the trash can.
It only takes a couple seconds.

LMAO! We have that problem in OUR house! I'm the only one that knows where the new toilet tissue is, or knows how to change the roll. My boyfriend is famous for leaving a LOT Of paper on the roll, but insists it is empty and we need to start a new one.
Toilet paper in my house is one of those pet peeves of mine.
The same goes with the ice trays. I can't stand that he does not empty the ice into the big holder and fill the ice cube trays back up-- so that we have ice!
So annoying!
And you are right about public bathrooms--- I think people have a fear of empty rolls or something.
