Terrorizing little brothers

I have 2 younger brothers aged 13 and 14 and they are awful. My mom and dad has done everything they could think of to control these 2 but nothing seems to work. The 13 year old has a real temper problem and it's really starting to get out of control. Sometimes he gets so mad for no reason, if you say one wrong word he goes crazy and starts yelling. It's awful and it's starting to scare me. Any ideas how to control his anger? Do you think it is the parents fault that his temper is so out of control, even if they have done endless amounts of things to help? If so why?
