young children in kitchens of eating establisments

Our local volunteer fire dept (in PA) has a once a month fundraising breakfast. A mother is bringing her young child (two or three years old) because she will not leave her with anyone. The child is always in everyone's way, eating in the kitchen (which I know that she shouldn't be in the first place). She plays in the garbage and then touches things that people use or will eat from. Every thing is sanitary there, everyone wears gloves, tables and floors are kept clean, and so forth. I just need some actual leagel info that states that a young child should be there. I've tried the PA dept of health and other web sites, but all I can find is info about the hours that minors (ages 18 to 16) can work, what they are able to do and that sort. I just need to find something "written proof" to show this stupid mother that it is against the law to have her child there with her. I need something that I can put infront of her to make her realize it. This child could get hurt from touching the hot coffee, frying pans, etc... Not to mention she could hurt someone else, or even cause this fundraising event to stop. Thank you for any info you can give me.

maybe you should offer to start a daycare at the breakfast site...and maybe the mom can't afford someone or has no one..to watch her child...this is a volunteer event and the mother is not technically breaking any laws...it just sounds as if it is annoying you..
