why shoeb and asif are not playing world cup?please give me correct reasons.

i think pcb gave the reason that they are not enough fit to play... but i think it may be the reason that if they again unable to clear the doped test they will be ban for even ... i think pcb dont want to take the risk thats may be the reason y they are not included in Worldcup 2007
