why do we need greencard to work in us?

my friend told me working in america is hard without papers or greencard. you need to be a citizen? why? my friend graduated with honors. but when he went to U.S. he started working without papers. and disappointed about it.he cant find a job. because he doesn't have papers. why is that like that?

It is a federal law that a person needs working papers in order to work in the USA. They have to be taxed and require a social security number to work. The Government requires people that come to the USA to have either a student visa or a working permit if they come to stay for any length of time.
