i feel so dumb will you help me?

Currently I am a college student, but for 3 years (6 years in college all in all) I feel I am just fooling myself. I know nothing about technology, web development, programming, and all; and the sad part was that I'm suppose to learn it. May be I was not interested at all. Or may be I keep on choosing the wrong course to take. I can't seem to sustain my interest long enough and all I feel was that I have to endure, just keep my head afloat and the professor will give me a passing grade. I'm actually contemplating of dropping out to school forever, like what i had done twice. What should I do? Am I depressed or have some sort of mental problem or something?

I suggest you reflect on the things that you really want and think of what you really want to be in the future. Also, take a closer look at your friends or others. Analyze their life, the ones who finished their studies and the ones who didn't finished their studies. Study how they live their life now and ask your self, if you want to live the life of the person who finished his studies or the person who didn't finish their studies.
