people are differnt?

Aside from cultural history geography has a lot of play here. If you live in a land where food is plentiful and easy you will probably be more independant and tolerant. If you live in a land where the climate is harsh you will be more co-operative but less tolerant of difference. Personally I live in a country made up of people from everywhere. We have learned to tolerate difference and share burdens. Otherwise we'd never survive the terrible winters and not so great summers.

Yes they differ. Different country have different culture, with different culture their attitude differ. Plus other factors like the goverment, how the manage their people will cause people to react differently and over the years their attitude will change. Also the standard of living in a country also affect how their attitude will turn out. Due to all this minor factors, that is the reason why people from different country have different attitude.
