file compression

i downloaded a file that was about 100 MB. it was a rar file which contained a video.
when i extracted it, i found that the file size was 801MB.
I have tried to compress a video file and was of no use.only a few MBs were reduced.
can anyone please tell me how to compress a file like the one i just mentioned above???
