do you know how to use java? if you want to create pdf file from java, you can use itext.
It is very powerful API for java to generate the pdf.

Hello,
you can try PDF995 (http://www.pdf995.com): it is free and has no watermark at all. I'm using it since some years and I never had problems during PDF generation.
