The definition of "Popular"

To most eyes, the word popular would mean well liked by many people. But Popular can also mean something that is hated by many people. It also was used as a political term to refer to say, "popular government". Does anybody have any other definitions for popular, or does anyone dispute the idea that Popular can refer to something hated by many people?
