What is the best approch to take a shots of people especially in arab country?

Do you experienced that you want to take a picture of someone but they refused it? Here in Dubai taking a shots of someone are very hard to do since they are not allowing photographer to take a picture of them (but not all) thats why most of the time we are taking a stallen shots so that did not noticed that we took a picture of they other wise they will ake angry, but some are approchable. Now that the problem if they cactch you.... So someone may suggest what is the best approached to take a picture of people???

My thoughts are you should simply respect their wishes and not do it at all. ESPECIALY if the reasons are religious. I believe Another man photographing a mans wife without his permission is a grave insult in that part of the world
