how would you describe a best topic?

is it on the sense or on enticing interest or on the responses? what if the best topic posted is unnoticed because there were only few online users when you posted it?

I think a "best" topic is one that generates passion from people. Be it positive or negative or somewhere in between. I think verbal banter is great
