I am troubled alot by intrusion and nose poking!

Can any of the friends suggest how to combat nosepokers and the street corner petty politicians who are making my life hell. they have nothing to do. Besides intruding my privacy in a number of ways they get urchins and others harassed and at times they try to pick quarrel on streets. If I complain to police then the would only stepup up their bullyism and try to cause physical harm all the more. On the face my locality looks so modern . Please help me!
