New Yorkers speak faster than Californians due to enviornmental conditions. You see, it's colder in N.Y, so people tend to do everything faster (move, speak,think,etc) in cold climates. California is kind of hot all the time so people there would be more slower on the uptake in everything.

I'm confused - is it that New Yorkers speak faster than Californians or is it that Californians speak slower than New Yorkians!!

Maybe because New York leads a faster pace lifestyle than Californians, and thus their speech comes fast too.
