My wife made an Easter Bonnet with my daughter (3 yr old) today as part of a project for playschool. She really enjoyed sticking artificial flowers and chicks to a hat!
You could get a cardboard box from a local store and decorate it using crayons, and pictures from old magazines or even old photographs. My kids loved playing with larger boxes, especially if they'd decorated them themselves. Smaller boxes can be used to store toys.
My daughter went through a phase of drawing on the walls so we got some big sheets of paper and pinned them to the walls and let her go crazy with her crayons (old wallpaper is good for this).
Rubbish from the kitchen (egg cartons, food boxes etc.) can be used to make a collage. Get a big sheet of paper (old wallpaper, perhaps), cut up the rubbish and let your child glue it to the paper.
Just some ideas off the top of my head :)

Little ones - and older ones LOVE glueing and sticking.
They especially love glittery stuff - like little metallic shapes - to throw onto the glue to make a picture - you need the paper or card first - lol.
Also I found the 'going out' one day and the staying in the next always worked with mine.
When I say out - I mean a good ramble to see/feed the ducks somewhere - or a trail through woods etc.
Toddler group is great too.
