Why the ratio of population is decreased in this decade? Any idea?

If you go to globalhealthfacts.org it will give you a complete breakdown by category and country. Some countries rates are rising and others are falling. It would be nice if it were a worldwide phenomena, but I don't think it is based on the stats I just looked at.
