The ougo browser

Can anyone help me with it. Or tell me what may be wrong. I tried downloading it today and it said it was successful, but when I opened it, it didn't highlight so I could click on the tools menu and be able to go into it and set it up. If anyone knows anything about that browser I would surely love some pointers.
