Emergency Only Cell Phones?

I have always had a cell phone... my first one was HUGE and HEAVY and analog. That was about 13 years ago. But a friend of mine just recently got into a car accident with her daughter and has decided she needs to have a cell phone. She is a stay-at-home mom and doesn't travel far outside her town, so she never saw the need for it. As she was waiting for someone else to call 911 and waiting for the paramedics to come for her daughter, she realized she wants one. I told her that there are ones out that are for emergency only, but she thinks they are all scams. Does anyone know anything about them?
