I believe so. The trees and other vegetation are coming to life again when it is springtime. It may be safe to say that our minds are affected to be that way, too. The mind is coming to life again, out of dormancy during the winter months.

When the climate is at its best, we feel we are at our best, too. When the weather looks sad and drab, then so are we. Evidently, we are affected by our surroundings and the prevailing climate and temperature.
Heavy snowfall keeps us home and away from our usual activities. We feel some kind of loneliness and sadness during the winter months. So they say, the winter months are the most depressing months of the year.
When springtime comes, we are happy that the days when the snow months are over. The sun comes shining through when the vegetation is ready to come and bloom once again. With the happier days coming and looming, so do we feel the same. Thus our frame of mind is lighter and is on the positive view of things. I agree that spring is the best period of the year for thinking, for it is that time when our minds are blooming, having come out of dormancy.
