how much do you pay for car insurance?

Ok i am 20 years old, i have had my license for 2 years now... I own a 99 nissan altima. I can't put it on the road right now because of my financial situation. Car insurance is ridiculous!!! they want 3300 a year!! and i have tried having my mom just put me on her insurance, but they want the same amount of money! its terrible... and another thing, mass has a law that you can't have your car insured by any other company but Commerce.. so i can't check out like geico or allstate or anything else... it's not very fair, and it's really upsetting! what do you pay for car insurance yearly?
