Yes it is. It is a dangerous world we are living in, people going in and shooting up schools, attacking cities, buses, trains and planes. People need the ability to contact the police and their families. More parents want their children to have phones to be able to keep in contact with them to make sure they are safe. So it is an important tool for safety.

At student life it is not essential to have one cellphone to everyone, but when you work you should have one cell phone as it will help to contact with colleague for work, with family from work if you late for any urgent work etc. But in every family one cell phone should have if the family have afford to maintain it.
